Write a function named filter_out_even_indices that removes all elements that occur at an even index. In other words, remove all elements at the indices [0, 2, 4, 6, etc…] but keep the elements at indices [1, 3, 5, 7, etc…]

Note: You may assume that your function will always be called with a list, however, you may not assume that that list is not empty.
